I've ran into more undead wolves and cougars than you can shake a stick at but for the life of me I can't get the chupacabra to appear. And don't get me started on that "look at the area north of torquemeda with the picture of the three horses, I found it in 15 minutes" because at least an hour and a half of my search was in that area with no such luck.
Trust me, I've gone to every suggested location multiple times now and haven't found diddly. It only spawns in Undead Nightmare after the other three horses have been at least caught, and then will show up virtually anywhere in New Austin, West Elizabeth or Nuevo Paraiso.
You can only have one at a time. But after you complete their challenge, you get deeds for all of them. Potential sources of risk. Some sources of catastrophic risk are natural, such as meteor impacts or supervolcanoes. Some of these have caused mass extinctions in the past.
